The Team

The Paradigm Team is led by Paradigm Secure Communications. Paradigm Services are contracted to deliver the full Skynet 5 Service and EADS Astrium to design and manufacture the Skynet 5 satellites and ground systems. These three key players are all wholly owned by EADS, the European Aeronautic Defence and Space Company, and form part of the EADS Space Division.

PARADIGM - THE COMPANY

The Team

The Paradigm Team is led by Paradigm Secure Communications.  Paradigm Services are contracted to deliver the full Skynet 5 Service and EADS Astrium to design and manufacture the Skynet 5 satellites and ground systems.  These three key players are all wholly owned by EADS, the European Aeronautic Defence and Space Company, and form part of the EADS Space Division.

Paradigm Secure Communications

Paradigm Secure Communications under contract to the UK MOD for Skynet 5 is, for the first time delivering secure global military satellite communications (milsatcoms) to the UK armed forces in the form of a service provision contract.  Worth around 2.5 billion over the 15 year period, this service is being procured under a Private Finance Initiative (PFI).  Paradigm is able to offer similar services to other armed forces and organisations.  Paradigm is delivering similar services to Armed Forces and other organizations including NATO.

Paradigm Services

Paradigm Services a key player in the Paradigm Team, is responsible for all aspects of service delivery, including network operations, maintenance and customer support.

Paradigm Services operates military information services in a multimedia environment and offers a highly flexible approach.  New service products and technological advancements are brought into the military arena more rapidly than ever before.  The Company’s proactive strategy for introducing the latest state-of-the-art technologies promotes new service opportunities by the rapid insertion of suitable commercial and military products into its catalogue. .

SERVICES

Welfare

Under its Skynet 5 military satellite communications contract, Paradigm Services provides all Armed Forces personnel deployed on MOD-defined ‘welfare-entitled’ operations that are expected to last more than two months, with 20 minutes of publicly funded telephone calls per week. UK Armed Forces can also purchase more minutes through the 24/7 Paradigm Customer Care Helpdesk or by buying Paradigm phone cards. As part of the Operational Welfare Package (OWP), this successful service is key to boosting morale and sits alongside Paradigm’s complementary Internet and email service, allowing troops to keep in regular touch with their friends and families at home.

Other Nations
Portuguese Contract

Paradigm is delivering military communications service to a number of Countries.

In September 2004, Paradigm Secure Communications Ltd, signed its first export agreement to deliver military satellite communications services to the Portuguese Chief of Defence (CHOD).

Paradigm is already delivering managed communications services to the Portuguese military, allowing direct access to secure satellite communications as required.  The agreement with the Portuguese Armed Forces is confirmation of the close working relationship developed over the years between the Portuguese MOD/CHOD and EADS SPACE - Paradigm’s parent company.

Together with the NATO down-selection of a European team (including Paradigm) for provision of NATO satellite communications further evidences the logic behind the Skynet 5 approach delivering services to Armed Forces around the World. 

Customer Services

An integral part of the Skynet 5 service offer is the provision of Customer Services to support the full range of Paradigm services - from Communications to Terminal supply, maintenance, repair and replacement, together with a range of Supplementary Services.  In order to guarantee a high level of service, a helpdesk is available to address all customer care issues including order fulfilment, problem handling, quality of service reporting and service planning.  For welfare communications services, Paradigm also provides a team of in-theatre engineers to maintain the telephone and Internet systems. 

NATO

Following selection as the preferred bidder for the Skynet 5 contract in 2002, Paradigm Secure Communications has been working closely with the UK MOD in a bid to offer capacity to NATO, along with the Ministries of Defence and companies in France and Italy.

In May 2004, NATO announced its selection of the three nations’ joint offer to meet its NATO SATCOM Post-2000 requirement.  The team will provide its new SHF and UHF satellite communications capability from 2005 through to 2019 using the existing national programmes – Syracuse in France, Sicral in Italy and Skynet 5, through Paradigm Secure Communications,in the UK.

Paradigm is now under contract to provide this critical military capability.

SKYNET PROGRAMME

Skynet 4

Paradigm Secure Communications took over ownership and operation of the Skynet 4 satellites from the UK MOD as part of the Skynet 5 contract in May 2003.  Today Paradigm is operating the Skynet 4 satellites and  delivering secure satellite communications services to the UK Armed Forces.  The Skynet 4 series of military communications satellites, built for the UK Ministry of Defence by Paradigm’s sister company EADS Astrium, first entered service in 1988.  Following the success of the first 3 spacecraft, a further 3 were launched around the turn of the century.  These will continue to operate for a number of years alongside the new Skynet 5 satellites which are due to be launched in 2006 and 2007.

Skynet 5

Paradigm Secure Communications is both owner and operator of the complete Skynet 5 system.  Service delivery is managed by the service prime contractor, Paradigm Services,  which  is responsible for delivering all UK MOD satellite communications needs, including maintenance and operation of the complete ground infrastructure, from now until 2018. The system consists of control centres and fixed, mobile and transportable gateways which provide seamless links into fixed and mobile ground networks.

The contract with the UK MOD comprises service delivery with Paradigm operating the existing Skynet 4 system and then phasing in two new Skynet 5 satellites and an upgraded ground infrastructure designed and manufactured by EADS Astrium, the system prime contractor. The unique and innovative nature of this PFI contract structure, which includes comprehensive insurance and financing, was recently recognised with the selection of the Skynet 5 programme  for the ‘Minister of Defence Procurement’s Award for Smart Acquisition in 2004’. The Skynet 5 system is designed to grow in line with the UK MOD’s capacity requirements, and other nations and multinational organisations can be offered a similar range of tailored services.

GROUND TERMINALS

Satellite Ground Terminals may be supplied either on a stand-alone basis with the customer making its own arrangements for communications provision, or alternatively, as part of a complete end-to-end communications service package.

Terminal Services use high performance, modern satcom terminal designs which are compliant with the essential features of the REACHER and SCOT 5 user requirements for land and naval terminals.  All terminals are supplied with remote over-the-air Control & Monitoring and PMS (Paradigm Modem System) modems providing full integration with the Skynet 5 system. Existing terminals are currently managed by Paradigm under a transitional service agreement.  As the number of Satellite Ground Terminals grow through the initial operating phases of the Skynet 5 programme, the transitional services will migrate to separate services, and tariffs for individual remote terminal types will be introduced.

COMMUNICATIONS SERVICES

Military Bearer

Using secure military frequency bands and protected satellites to provide a range of modern communications services such as:

  • IP
  • Point to Point
  • Broadcast
  • ATM
  • Circuit Switched and
  • Devolved

Commercial Bearer

Integrating commercially available services into the military arena including VSAT networks, point to point bearers, maritime and handheld satellite telephony.  Paradigm also has its own commercial Ku-Band Teleport Facility.

Terminal Services

Paradigm can supply a range of military and commercial terminals on a supported service provision basis.

SUPPORT SERVICES

TIP VSAT

TiPVSAT is designed as an end-to-end service platform to provide an rapidly and easily deployable communications centre.  The solution incorporates telephones, serial devices, LAN IP connectivity and communications in a robust container and delivers instant online communications in the field, with optional encryption, over any network infrastructure that can be made available in 'alien' environments (ie Land lines, Satellite, PSTN, ISDN and GSM infrastructures).

IPT Suitcase

The SWE-DISH IPT Suitcase satellite system is the world’s most compact and quickest-to-air satellite system combining the benefits of simple, one-person operation with exceptional technical performance to allow live, 2 Mbps broadband transmission with external encoding unit from virtually anywhere in the world.

TextLink

TextLink has been designed to provide text only features where the deployment scenario precludes Web based services. The system is easy to use and operate, and requires very little training and maintaining, therefore it can be used in scenarios ranging from early entry forces to reconnaissance missions.  This system has been developed with the latest technologies to provide a light, robust and resilient service for rapid deployment. Economic tariffs are achieved by a combination of compression, intelligent dialling, Store and Forward, Full Duplex operation and interactive account management.

Training School

Under the Skynet 5 contract, the Paradigm Services Training school provides training courses on behalf of the MOD at TCS site and at various sites throughout the UK and Europe.  This includes a series of generic and specifically designed courses tailored to the customer’s needs, offered to both UK and overseas customers.  The newly refurbished training facility aids in the delivery of professional training for any of Paradigms’ customers.  All the available courses incorporate a mix of classroom theory and practical exercises on operational equipment with visits to relevant locations.

Consultancy

Paradigm has a team of military communications experts available to provide consultancy support.  This can include communications scenario requirements modelling, link budget analysis, requirements definitions, as well as more detailed design.
